Valparaiso

Valparaiso has an edge that Santiago does not. The downside is the prevalence of aggressive panhandlers near the city center by the docks. (What is it about the docks that attracts so many roughians? It's a global phenomenon.) This was counterbalanced by the importance placed on art - not museums filled with masters, but buildings covered with elaborate paint jobs, musicians everywhere, an abundance of awesome restaurants and cafes and really cool people. A very strong hippy culture melded with down to earth Chilean folk who seem to get along and respect one another. It's a place where you can really enjoy yourself even if you have to sustain the occasional elbow from a disgruntled bum.

The city has great facilities including an excellent supermarket stocked with Halloween gear.

Stopping into an eatery for a bite and a lovely glass of wine became a favorite pastime.

Valparaiso is a busy industrial port. It's headquarters for the Chilean navy as well.
